This website is run by Portsmouth City Council. We want as many people as possible to be able to use this website. For example, that means you should be able to:

Non-compliance with the accessibility regulations
Issues with PDF and Word documents
Some of our older PDF and Word documents don’t meet accessibility standards – for example, they may not be marked up so they’re accessible to a screen reader.
The Accessibility regulations 2018 – PDF’s don’t require us to fix these or other documents published before 23 September 2018 if they’re not essential to providing our services.
Any new PDFs (our universal format for documents on the website) that are published will meet accessibility standards.
Some of our resource documents, such as posters, are designed to be downloaded and printed, so these may not be fully accessible.
Some documents that are essential to providing our services, such as forms published as PDF and Word documents, may not yet be accessible. We plan to either fix these or replace them with accessible HTML pages.
Issues with third party portals (the jobs feed)
There are a number of issues with the jobs feed, including:
- Colour contrast issues, including the skip to content link
- There are issues navigating the feed only using a keyboard on some browsers (including Safari)
- The text size doesn’t meet minimum height in some areas
- Mismatched ARIA attributes
The jobs feed is provided by a third-party organisation. We plan to work further with this organisation to improve the accessibility of this tool.
Broken ‘skip to navigation’ link
On all pages except the homepage, there is a hidden ‘skip to navigation’ link which does not work. These are being fixed by our development team
Use of colour
The link to “Home” isn’t distinguishable without relying on colour. Currently, it has insufficient colour contrast of 1.34:1 against the background. Additionally, the link lacks any styling, such as underlining, to differentiate it from the surrounding text. This fails WCAG 2.2 Success Criterion 1.4.1 (Use of Color).
Zoom on desktop and mobile
Starting from 200% zoom on desktop, menu items in the drop-down menu overlap with white text in the main content, which is hard to read and select.
Starting from 150% zoom and in mobile view, some of the text is partly cut off so that some people may not have access to the information on the page. This fails WCAG 2.2 Success Criterion 1.4.10 (Reflow).
Our website developers and content editors identified the above issues during the last accessibility audit. Easy fixes for some of these issues have been applied to the most popular pages informed by Google Analytics 4. We aim to fix the above issues in three months.

This statement was prepared on 8 June 2023. It was last reviewed on 22 May 2025.
This website was last tested on 22 May 2025. The test was carried out by Portsmouth City Council’s in-house development team with in-depth knowledge of the WCAG 2.1 AA standard and completed using assistive tools such as the Chrome extension – WAVE Evaluation Tool.
We tested a sample of pages, including the website’s most popular pages (informed by Google Analytics).
