Gosport Borough Council is responsible for managing over 3000 council houses and flats, some of which are dedicated to older persons and some as temporary accommodation.  The service manages a varied Commercial property portfolio dealing with licences, concessions and a mobile home park.

A great opportunity has arisen to join the Business Support team based at Gosport Town Hall.   We are committed to excellent customer service, strong partnership working and a drive for continuous improvement.

The Business Support team sits within Gosport Borough Councils (GBC) Housing Service, and is responsible for ensuring all general housing administrative tasks across the service are managed effectively and efficiently.

The Business Support Team Leader reports directly to the Neighbourhood Operations Manager but will provide a service for and on behalf of the whole unit.    You will have responsibility for the line management of a small team of Business Support Officers.  The team will be responsible for discharge of a range of administrative functions and will provide a more focussed and co-ordinated admin service to Housing teams across the Unit.  The team will be dealing with customers face to face and by telephone.

You will have the right attributes to motivate the team and equip staff with the right skills to be effective in their roles. You will do this by spending time in the work to identify any skills gaps and providing the right training, coaching and development they need.

GBC Housing Service is responsible for managing over 3000 council houses and flats, some of which are dedicated to older persons and some as temporary accommodation.  The service manages a varied Commercial property portfolio dealing with licences, concessions and a mobile home park.  The Housing Advice team work with our customers to help deal with housing issues and prevent homelessness in the Borough.

What is the job?

The Business Support team sits within Gosport Borough Councils (GBC) Housing Service, and is responsible for ensuring all general housing administrative tasks across the service are managed effectively and efficiently.

The Business Support Team Leader will ensure admin processes are delivered in an efficient and effective manner, identifying areas of the work that require further improvement and providing a flexible support to the Service with new business tasks, as and when the need arises.     

You will be required to identify opportunities for further service developments and improvements as well as work with colleagues to find ways to reduce expenditure and generate income through efficiencies.

You will provide personal administrative support for the Head of Housing and other members of the senior management team, as appropriate.  You will also be the service link to corporate colleagues in other administrative roles and will work with the Policy and Performance Officer to ensure all Housing Service information is up to date on the GBC website.  

Who is the person?

We are looking for somebody who:

1)    Can demonstrate experience of business support and administrative procedures.

2)    Can motivate, manage and lead a small team of Business Support Officers.  They must demonstrate that they have the appropriate skills needed to effectively manage staffing issues as they arise, such as sickness absence, capability, general welfare and disciplinary.  They will also be required to lead on recruitment when needed.

3)    Has the ability, drive and enthusiasm to continue to develop the Business Support Service and implement new procedures and processes in response to changes in policy, legislation and other guidelines.

4)    Is competent using a variety of IT system including Microsoft Word, Excel and other office applications.

5)    Is pro-active and methodical with the ability to work quickly, consistently and accurately when under pressure.

6)    Can identify, and act on, the barriers that prevent effective service delivery to continuously improve performance.

7)    Can communicate effectively at all levels, from the most socially disadvantaged tenant to senior managers and local ward councillors.

8)    Can use data to influence where and how they spend their time and understand customers’ demands on the service.

9)    Can manage their time effectively and demonstrate resilience when competing priorities challenge them personally.

Special Conditions:

You may be required to attend evening meetings as appropriate.

Candidates must be enthusiastic, good communicators and flexible with experience of providing administrative support within a busy front line service.

Candidates must be able to converse at ease with customers and provide advice in accurately spoken English.
