Portsmouth City Council

At Portsmouth City Council we’re all about developing our staff, because we want to build a bigger and better city but we need the best employees to do so.

With a little over 207,000 residents and 8,000 businesses throughout this city, this unitary authority’s main goal is to ensure the best care and development of all those within the city. From customer service to Multi-million pound projects, our residents are at the heart of everything we do.

The Transport, Environment and Business Support service provides services and improves outcomes in the following areas; sustainable transport, transport planning, traffic management and road safety, highways and coastal management and public transport, city centre management, parking and street cleansing.

Your new role

As a Civil Enforcement Officer you will be required to patrol areas where on and off street parking is in operation in the City to ensure that the Pay and Display and Traffic Management Act 2004 Regulations (and other relevant other legislation) are complied with. You will be responsible for issuing Penalty Charge Notices when these regulations are breached. As part of your role, you will be promoting Road Safety for vulnerable road users and ensuring the free flow of vehicles on key strategic routes. You will be responsible for the enforcement of parking restrictions and resident parking areas and will contribute to a safer City for residents.

What you’ll need to succeed

You will need to hold a full manual licence or be in the process of obtaining this as you may be required to drive service vehicles. You will need to be able to use a small hand held computer with small fonts, as well as have a good level of fitness and be able to walk 10 miles per day carrying 10lbs of equipment. You should have good communication skills and confidence in dealing with challenging situations. You should be flexible with working hours, as well as able to work from own initiative and working under pressure. Ideally, you will have knowledge of Portsmouth  streets and knowledge of Parking Enforcement but this is not essential.

What you’ll get in return

As well as highly competitive pay you’ll receive all the benefits of working within a local authority organisation, which ranges from flexible working hours to a fantastic pension which allows you the opportunity to pay in more for that greater return. Annual leave starts at 26 days going up to 30 days and staff discounts for travel and local shops. We wish to support all our staffs development throughout, if that’s progression planning or involvement within the on the job apprenticeship scheme we will work together to drive your career.
