Your New Role

Portsmouth City Council wants to continue to be a great waterfront city and in order to do this it is seeking a high quality Commercial & Contracts Manager to lead on the financial and contractual aspects of development projects delivered through a range of methodologies with a particular focus on the arm’s length development company, Ravelin.  Ravelin will be a disrupter in the property market and will look to incorporate housing type and tenures that may not currently be available within Portsmouth’s existing housing stock.

The post holder will be required to define development strategy including identifying development opportunities in the land interests of PCC and other sectors. This role will be required to report at board level on Ravelin schemes, and will be expected to champion BTR, shared ownership and other tenured housing. The role will need to understand the metrics around the pipeline of projects and concept designs for various sites on behalf of the Regeneration Directorate, the role will be working directly for the Head of Development in conjunction with the project managers.

What you’ll need to succeed

The post holder will be a qualified and experienced individual who will work closely with all stakeholders – internal and external – to ensure that the highest standard of project delivery is achieved, on time and within budget.  Daily duties will include all aspects of financial & contractual management from project feasibility to final account including complex negotiations with contractors, commercial tenants and other stakeholders including external agencies and organisations on issues of funding and policy approval; and will include regular negotiations on land purchase, procurement, legal agreements and contracts, and service displacement or enhancement.
