Your New Role
Portsmouth City Council’s Employment, Learning and Skills delivers a wide range of funded programmes to support adults and young people into work. This vibrant service empowers and supports individuals into work, taking a person centred approach to high delivery targets to benefit individuals and businesses.
The programmes we work on provide support to residents of Portsmouth and neighbouring areas to move into work. Many participants are either long term unemployed, have a disability or health condition including experiencing mental health issues or have other barriers as to why gaining sustained employment is proving to be a challenge.
Services included targets interventions for young people and other excluded or vulnerable groups to provide Portsmouth and surrounding areas with an inclusive workforce.
You will be working on a DWP funded unemployment support programme. You will provide an end-to-end employment focused service to participants on one of our programmes – to which referrals can be mandatory or voluntary.
You will complete an initial in-depth assessment of each participant on your caseload, develop a participant profile and individual action plan and offer ongoing information, advice and guidance to develop skills, confidence and motivation. You will be accountable for moving participants in to paid employment, supporting them in making the transition from benefits into work and maintaining ongoing in work support to a point where they no longer require face to face support and intervention to secure job sustainability.
Employer engagement is key, representing the council in business relationships and ensuring that we provide a recruitment matching service which meets the needs of individuals and the business to ensure sustained employment outcomes.
The role has strong recruitment and compliance targets, so an attention to detail and a passion for achieving positive outcomes for individuals is an essential driver.
What you’ll need to succeed
You will need to demonstrate your experience working with people moving them into sustained employment, as well as strong employer engagement skills and the ability to develop positive employer relationships. You will need to be able to manage and support a caseload of participants and professionally challenge their barriers to employment. You should demonstrate your understanding of complex processed and procedures and the need for compliance. You will have experience motivating others and will be able to carry out one to one reviews and develop action plans. You will need the ability to work systematically and prioritise work as well as strong IT skills including Microsoft Office (Word & Teams). You will have experience working in a target driven environment and experience delivering services to meet contractual and quality standards.
