Your New Role

Portsmouth City Council’s IPS ‘Individual Placement and Support’ model contract, which is a well-evidenced approach that aims for sustained employment through mainstream, competitive jobs. It works with anyone of working age engaged in structured treatment. IPS is highly personalised, features significant employer engagement, and offers in-work support in addition to pre-employment support. IPS is a ‘work first’ intervention designed to support people into jobs that they want to do regardless of their stage on the recovery journey. It is also, to a large extent, a work only intervention – the aim is to support people in paid, mainstream jobs. Short-term training, volunteering and work placements can be included in IPS support, but IPS is not generally intended to support people more interested in longer-term training, volunteering or meaningful activity

The ‘work first’ approach challenges many of the more established education, training and employment (ETE) approach of employment as a post-treatment goal. The distinguishing feature of IPS is that employment support is provided alongside treatment by integrating an employment specialist within the treatment service as an equal member of the multi-disciplinary team. This establishes employment as a key aim of recovery and integral to the aims of treatment: that employment should be part of the recovery journey.

To achieve full integration of IPS within community drug and alcohol treatment it is not generally intended to support people more interested in longer-term training, volunteering or meaningful activity.

What you’ll need to succeed

You will need to demonstrate your experience working with people moving them into sustained employment, as well as strong employer engagement skills and the ability to develop positive employer relationships. You will need to be able to manage and support a caseload of participants and professionally challenge their barriers to employment. You should demonstrate your understanding of complex processed and procedures and the need for compliance. You will have experience motivating others and will be able to carry out one to one reviews and develop action plans. You will need the ability to work systematically and prioritise work as well as strong IT skills including Microsoft Office (Word & Teams). You will have experience working in a target driven environment and experience delivering services to meet contractual and quality standards.
