Your New Role

In your new role you will be providing professional support in the management of electric vehicle charge point schemes and supporting the uptake of electric vehicles in Portsmouth. You will work to recognised project management standards (e.g. Prince 2) and to the Council’s own project management requirements. You will be involved in assisting in the directing, managing and monitoring of external consultants and project staff in the completion of work packages and ensuring targets are achieved.

You will prepare estimates, monitor and review project costs to ensure completion within agreed budgets. You will ensure we achieve the required level of quality and ensure value for money and agree final measures and payments. You will provide professional support through successful project management throughout the life of a project from implementation through to and including construction. You will assist in ensuring design and construction works are to programme, within project budget and that risks and benefits are appropriately managed and tracked. You will also lead in the preparation and assessment of tenders and contract documents with support from legal, procurement, financial and technical teams.

What you’ll need to succeed
 
You will be educated to Higher National Diploma or degree standard in relevant subject, or equivalent professional experience and have an appropriate professional project management qualification (e.g. Prince 2 practitioner level) and ideally membership of an appropriate professional body (e.g. APM) or clear evidence that you are working towards these. Alternatively you will have an appropriate professional project management qualification (e.g. Prince 2 practitioner level) and ideally membership of an appropriate professional body (e.g. APM) or demonstrated performance over a substantial period of time. You should demonstrate extensive relevant professional experience and the ability to manage small-scale transport projects (values up to £500,000) from initiation through to successful completion, as well as the ability to lead small project teams through delegation and management. You will have experience of contracts such as NEC and commercial awareness and experience of working within strict budgetary controls, including the analysis and interpretation of financial information. You will have good analytical and problem solving skills, the ability to prioritise workload with effective time management, including ability use initiative and respond positively to workload pressures. You will have experience of working with stakeholders, contractors and agencies and excellent interpersonal, communication and written skills and able to deal effectively with members of staff at all levels and (at a non-technical level) with councillors and the general public.
