Your New Role

Strategic Developments is a young, ambitious and growing team with responsibility for overseeing the development and construction of major regeneration projects in the Portsmouth area. This includes the regeneration of the city centre, Tipner and Horsea Island and the establishment of a pipeline of new development projects that will support the delivery of the Council’s priorities for economic growth, particularly in relation to housing delivery and the authorities arms length delivery vehicle Ravelin. This is an exciting time to join the Regeneration Directorate.

Portsmouth City Council wants to continue to be a great waterfront city and in order to do this it is seeking a high quality Strategic Project Manager who will focus on the developments associated with the authorities arm’s length development company, Ravelin. You will be required to understand the focus and aims of the company and work to deliver the pipeline of projects, land assembly and development opportunities delivered through a range of methodologies. Ravelin Housing Ltd has been established to disrupt the traditional property market and try to fix the current failings. Housing type and tenures delivered by Ravelin may therefore not currently be available within Portsmouth’s existing housing stock.

In this post you will be required to identify development opportunities in land interests of PCC. As this role will focus on Ravelin schemes, you will be expected to champion BTR, shared ownership and other tenured housing. You will understand the pipeline and concept designs for these sites working directly for the Head of Development.

What you’ll need to succeed


To be successful in this role you will have be RICS qualified or equivalent as well as having relevant project management qualifications. You will have substantial project management experience, and ideally property development experience in the private sector. You will demonstrate the ability to manage contracts and the delivery of complex schemes, as well as experience of managing budgets effectively. You will have experience of working in partnership with stakeholders, contractors and agencies and experience in preparing reports and correspondence for a wide and various audience. You will have awareness of relevant legislation and experience of managing organisational change. You must demonstrate experience of using Microsoft Office applications, ideally Microsoft Project, along with possession of the highest interpersonal/communication skills. You will have proven experience of working within strict budgetary controls and the ability to think strategically and to be solutions orientated.
